The Development Section process 3 major applications related to development that include:
- Development Approval - Form A
- Permit to Commence Works - Form C
- Occupation Permit - Form E
Development Approval is required for
- Earthworks
- Construction of building (residential, industrial and commercial)
- Renovation or extension of existing home
- Modification of retail spaces, including its occupation permit
As per Building Control Order, 2014, all applications must be submitted through Qualified Persons (QPs) which are the Registered Architects and/or Professional Engineers that possess a valid Practicing Certificate, from the Board of Architects, Professional Engineers and Quantity Surveyors.
There are six (6) procedures for development works.
The first procedure is to obtain Planning Permission from Town and Country Planning Department, Ministry of Development.
The next five (5) procedures are under the jurisdiction of the Authority, via the online portal OneBiz:
- The appointed QP must submit building plan in order to obtain Building Approval and this process takes up to fourteen (14) days.
- In order to commence building work or start construction, the QP must submit structural plans and documents via OneBiz. This process takes one (1) day.
- Upon the completion of building works, the QP can then request for inspection via the Onebiz portal to book their inspection slot on preferred date.
- The Authority will conduct inspection at the set date and the QP have to ensure the building constructed is according to the approved plan before this date
- If the Authority deems that the building or development is safe for operational use, the Authority will issue Occupation Permit. The occupation permit takes up to seven (7) days to be issued.
